After the outbreak of the 228 Incident, the Taiwan Provincial Political Construction Association actively coordinated with the government and the public and participated in the handling committee. On March 8th, the association issued a "Message to Compatriots," proposing principles and policies for political reform. After the suppression began, the authorities arrested and killed members of the association on the grounds of communist organizations and inciting people to rebel. The association operates on the second floor of Sanmin Bookstore, Section 2, Yanping North Road, Datong District, Taipei City. The first floor is the Sanmin Bookstore. Wei-Chuan Chiang was also listed as an arrest target for assisting the Chief Executive Office in mediating and handling the 228 Incident.
